Blast rocks Gulf oil rig, two missing
Ships and helicopters are searching for two oil rig workers who disappeared when an explosion rocked a Gulf of Mexico oil rig off the coast of Louisiana and set it on fire, Coast Guard officials said.
Eleven other crew members were flown to hospitals, and four of them are listed in critical condition.
There were no confirmed deaths as of the early evening.
Earlier reports by the Coast Guard that as many as 15 people were unaccounted for were resolved as the workers were located.
Among the injured were four who were airlifted for medical treatment to the West Jefferson Medical Center, where they were in critical condition after suffering serious burns. All four were intubated and were to be evacuated to Baton Rouge Burn Center when they were stabilized, according to West Jefferson spokesman Taslin Alfonzo.
Three helicopters and two rescue boats were scouring the water looking for the missing crew members, according to Ed Cubanski, chief of the U.S. Coast Guard response.
The Coast Guard said that a Black Elk Energy Co. oil and natural gas platform caught fire after workers using a torch cut a line that had 28 gallons of oil in it, causing an explosion.
Black Elk's CEO, John Hoffman, said that the wrong tool was used in cutting the line. Contract workers should have used a saw instead of a torch, which caught vapors and caused the blast. The workers were employees of Grand Isle Shipyard, not Black Elk, he said. All of the individuals were men.
The rig was offline for maintenance and was scheduled to go back online for production later this month.
Because the rig was not actively producing oil or gas, there appeared to be little threat of a spill, according to the Coast Guard.
There were 22 people on board at the time of the explosion, the Coast Guard said.
An oil sheen a half mile long and 200 yards wide has spread over the water surrounding the platform, which sits in 56 feet of water. The platform was shut down for the work at the time of the accident, Cubanski said.
The platform was located about 20 nautical miles southeast of Grand Isle, La., when the explosion happened, Vega said.
The explosion and fire came the day after BP agreed to a more-than-$4-billion settlement for the 2010 Deepwater Horizon explosion in the gulf, triggering the worst offshore oil spill in the country's history.

Mexico's new president wants?
MEXICO CITY (AP) ? Mexico's president-elect proposed a government reorganization Wednesday that would put the scandal-hit federal police under control of the department responsible for domestic security.
Enrique Pena Nieto said the purpose was "to create a new organization scheme to improve internal security ... and with that restore peace and tranquility for all Mexicans."
Federal police are now part of a free-standing Public Security Department. Its chief, Genaro Garcia Luna, has deep ties to many in current President Felipe Calderon's administration.
Pena Nieto, who takes office Dec. 1, wants federal agents to be controlled by the Interior Department, a change that would require action by Congress.
The federal police force, which has grown during the administration of current President Felipe Calderon from approximately 6,000 officer to more than 35,000, has been considered as one of pillars along with the army and navy of the government's offensive against organized crime and drug trafficking.
Calderon has touted the federal police expansion as the centerpiece of his war on drug cartels. But in June, two officers fatally shot three colleagues at Mexico City's airport, and authorities said the shooters were part of a cocaine ring. Then in August, a group of federal officers shot up a U.S. diplomatic car, wounding two CIA agents in what officials say was a deliberate attack.
Pena Nieto also proposed the creation of a national anti-corruption commission that would have greater powers than the Public Administration Department, which currently investigates corruption among public officials.
Pena Nieto presented his proposal to the congressional leaders of his party, the Institutional Revolutionary Party, so they can introduce legislation implementing the changes he is seeking.
He said he wanted his proposal to be approved before he takes office in his administration's first days, but his party does not have a majority in Congress.
Political analyst Luis Miguel Perez Juarez said Pena Nieto was trying to send a critical message to Calderon with the proposed changes.
"It is a disqualification of the (Calderon) strategy. He is saying, 'You were wrong, and (the fight) requires a single command,'" said Perez, of Tec de Monterrey University.

Egypt sending PM to Gaza, denounces Israel assault
CAIRO (AP) ? Egypt's Islamist president vowed to work to stop Israel's campaign against Hamas militants in the Gaza Strip on Thursday, calling it an "unacceptable aggression" and ordering his prime minister to travel to the territory in a show of support.
Still, Mohammed Morsi took a low-key tone in his first public comments on the crisis, televised on state TV during a Cabinet session. He expressed support for the Palestinians in Gaza but avoided sharp condemnations of Israel and said had spoken with President Barak Obama about how "peace and security could be achieved for everyone without aggression."
His comments were in contrast to the heavy rhetoric against Israel in the past few days by the Muslim Brotherhood, the Islamist movement from which Morsi emerged. The head of the Brotherhood, Mohammed Badie, blasted Israel as "the project of the devil" during a speech Thursday at an Islamic conference in the Sudanese capital Khartoum.
Morsi, Egypt's first freely elected president, has faced criticism from opponents at home demanding he take a stronger stand against Israel. But at the same time he is wary of causing frictions with the United States and with a government establishment at home that opposes any moves that would seem to break with Washington or move closer to Gaza's Hamas rulers.
The sending of the prime minister, Hesham Kandil, was a notable symbolic gesture, the highest level Egyptian official to visit Gaza since Hamas took over the territory in 2007. But it remained largely symbolic, given that the prime minister's authority is dwarfed by the president's in Egypt.
State TV said Kandil would go to Gaza on Friday heading a delegation that would try to meet "the urgent needs" of residents. It did not elaborate.
On Wednesday, Egypt recalled its ambassador to Israel after Israel launched its campaign of airstrikes and shelling in Gaza, which has since killed 15 Palestinians and wounded more than 100, in retaliation for rocket attacks by Gaza militants against Israel. The recall was a step taken in the past by Morsi's predecessor, Hosni Mubarak, during major crises with Israel.
On Thursday, the battle escalated. Palestinian militants barraged Israel with nearly 150 rockets on Thursday, killing three people and striking the southern outskirts of Tel Aviv. Israel continued its bombardment, saying it has hit more than 230 targets in Gaza.
"The people of Egypt and its government stand with all its capabilities to stop this aggression to prevent the bloodshed and killing of Palestinians," Morsi said in the televised comments, vowing to stand with Gazans "until we stop this aggression on them."
"The Israelis must realize that this aggression we don't accept and it can only lead to instability in the region and hurt security in the region," he said.
Morsi said he spoke before dawn Thursday with Obama. "Our talk centered on how this aggression must stop and not be repeated and how peace and security should be achieved for everyone without aggression."
"I make clear that we desire relations with the U.S. and the world but at the same we completely reject this aggression and refuse such actions."
Obama, who also spoke with Israeli Prime Minister Benjamin Netanyahu, has said the U.S. backs Israel's right to self-defense.
Egyptian Foreign Minister Mohammed Kamel Amr also spoke with U.S. Secretary of State Hillary Rodham Clinton late Wednesday, asking for "immediate U.S. intervention to stop the Israeli aggression," the Foreign Ministry said.
Amr told Clinton that if Israel's offensive does not stop, "matters will escalate out of control."
Egypt's ambassador to Israel Atef Sayid al-Ahl arrived back to Egypt on Thursday. On arrival, he said he was back for consultations with the president to Egypt and that the embassy in Tel Aviv was still operating.
Morsi, who was elected in Egypt's first free presidential race in late June, hails from the Muslim Brotherhood, Egypt's most powerful political group. Hamas is in effect the Brotherhood's Palestinian chapter.
