Ships and helicopters are searching for two oil rig workers who disappeared when an explosion rocked a Gulf of Mexico oil rig off the coast of Louisiana and set it on fire, Coast Guard officials said.
Eleven other crew members were flown to hospitals, and four of them are listed in critical condition.
There were no confirmed deaths as of the early evening.
Earlier reports by the Coast Guard that as many as 15 people were unaccounted for were resolved as the workers were located.
Among the injured were four who were airlifted for medical treatment to the West Jefferson Medical Center, where they were in critical condition after suffering serious burns. All four were intubated and were to be evacuated to Baton Rouge Burn Center when they were stabilized, according to West Jefferson spokesman Taslin Alfonzo.
Three helicopters and two rescue boats were scouring the water looking for the missing crew members, according to Ed Cubanski, chief of the U.S. Coast Guard response.
The Coast Guard said that a Black Elk Energy Co. oil and natural gas platform caught fire after workers using a torch cut a line that had 28 gallons of oil in it, causing an explosion.
Black Elk's CEO, John Hoffman, said that the wrong tool was used in cutting the line. Contract workers should have used a saw instead of a torch, which caught vapors and caused the blast. The workers were employees of Grand Isle Shipyard, not Black Elk, he said. All of the individuals were men.
The rig was offline for maintenance and was scheduled to go back online for production later this month.
Because the rig was not actively producing oil or gas, there appeared to be little threat of a spill, according to the Coast Guard.
There were 22 people on board at the time of the explosion, the Coast Guard said.
An oil sheen a half mile long and 200 yards wide has spread over the water surrounding the platform, which sits in 56 feet of water. The platform was shut down for the work at the time of the accident, Cubanski said.
The platform was located about 20 nautical miles southeast of Grand Isle, La., when the explosion happened, Vega said.
The explosion and fire came the day after BP agreed to a more-than-$4-billion settlement for the 2010 Deepwater Horizon explosion in the gulf, triggering the worst offshore oil spill in the country's history.

MEXICO CITY (AP) ? Mexico's president-elect proposed a government reorganization Wednesday that would put the scandal-hit federal police under control of the department responsible for domestic security.
Enrique Pena Nieto said the purpose was "to create a new organization scheme to improve internal security ... and with that restore peace and tranquility for all Mexicans."
Federal police are now part of a free-standing Public Security Department. Its chief, Genaro Garcia Luna, has deep ties to many in current President Felipe Calderon's administration.
Pena Nieto, who takes office Dec. 1, wants federal agents to be controlled by the Interior Department, a change that would require action by Congress.
The federal police force, which has grown during the administration of current President Felipe Calderon from approximately 6,000 officer to more than 35,000, has been considered as one of pillars along with the army and navy of the government's offensive against organized crime and drug trafficking.
Calderon has touted the federal police expansion as the centerpiece of his war on drug cartels. But in June, two officers fatally shot three colleagues at Mexico City's airport, and authorities said the shooters were part of a cocaine ring. Then in August, a group of federal officers shot up a U.S. diplomatic car, wounding two CIA agents in what officials say was a deliberate attack.
Pena Nieto also proposed the creation of a national anti-corruption commission that would have greater powers than the Public Administration Department, which currently investigates corruption among public officials.
Pena Nieto presented his proposal to the congressional leaders of his party, the Institutional Revolutionary Party, so they can introduce legislation implementing the changes he is seeking.
He said he wanted his proposal to be approved before he takes office in his administration's first days, but his party does not have a majority in Congress.
Political analyst Luis Miguel Perez Juarez said Pena Nieto was trying to send a critical message to Calderon with the proposed changes.
"It is a disqualification of the (Calderon) strategy. He is saying, 'You were wrong, and (the fight) requires a single command,'" said Perez, of Tec de Monterrey University.

CAIRO (AP) ? Egypt's Islamist president vowed to work to stop Israel's campaign against Hamas militants in the Gaza Strip on Thursday, calling it an "unacceptable aggression" and ordering his prime minister to travel to the territory in a show of support.
Still, Mohammed Morsi took a low-key tone in his first public comments on the crisis, televised on state TV during a Cabinet session. He expressed support for the Palestinians in Gaza but avoided sharp condemnations of Israel and said had spoken with President Barak Obama about how "peace and security could be achieved for everyone without aggression."
His comments were in contrast to the heavy rhetoric against Israel in the past few days by the Muslim Brotherhood, the Islamist movement from which Morsi emerged. The head of the Brotherhood, Mohammed Badie, blasted Israel as "the project of the devil" during a speech Thursday at an Islamic conference in the Sudanese capital Khartoum.
Morsi, Egypt's first freely elected president, has faced criticism from opponents at home demanding he take a stronger stand against Israel. But at the same time he is wary of causing frictions with the United States and with a government establishment at home that opposes any moves that would seem to break with Washington or move closer to Gaza's Hamas rulers.
The sending of the prime minister, Hesham Kandil, was a notable symbolic gesture, the highest level Egyptian official to visit Gaza since Hamas took over the territory in 2007. But it remained largely symbolic, given that the prime minister's authority is dwarfed by the president's in Egypt.
State TV said Kandil would go to Gaza on Friday heading a delegation that would try to meet "the urgent needs" of residents. It did not elaborate.
On Wednesday, Egypt recalled its ambassador to Israel after Israel launched its campaign of airstrikes and shelling in Gaza, which has since killed 15 Palestinians and wounded more than 100, in retaliation for rocket attacks by Gaza militants against Israel. The recall was a step taken in the past by Morsi's predecessor, Hosni Mubarak, during major crises with Israel.
On Thursday, the battle escalated. Palestinian militants barraged Israel with nearly 150 rockets on Thursday, killing three people and striking the southern outskirts of Tel Aviv. Israel continued its bombardment, saying it has hit more than 230 targets in Gaza.
"The people of Egypt and its government stand with all its capabilities to stop this aggression to prevent the bloodshed and killing of Palestinians," Morsi said in the televised comments, vowing to stand with Gazans "until we stop this aggression on them."
"The Israelis must realize that this aggression we don't accept and it can only lead to instability in the region and hurt security in the region," he said.
Morsi said he spoke before dawn Thursday with Obama. "Our talk centered on how this aggression must stop and not be repeated and how peace and security should be achieved for everyone without aggression."
"I make clear that we desire relations with the U.S. and the world but at the same we completely reject this aggression and refuse such actions."
Obama, who also spoke with Israeli Prime Minister Benjamin Netanyahu, has said the U.S. backs Israel's right to self-defense.
Egyptian Foreign Minister Mohammed Kamel Amr also spoke with U.S. Secretary of State Hillary Rodham Clinton late Wednesday, asking for "immediate U.S. intervention to stop the Israeli aggression," the Foreign Ministry said.
Amr told Clinton that if Israel's offensive does not stop, "matters will escalate out of control."
Egypt's ambassador to Israel Atef Sayid al-Ahl arrived back to Egypt on Thursday. On arrival, he said he was back for consultations with the president to Egypt and that the embassy in Tel Aviv was still operating.
Morsi, who was elected in Egypt's first free presidential race in late June, hails from the Muslim Brotherhood, Egypt's most powerful political group. Hamas is in effect the Brotherhood's Palestinian chapter.

Cast in red with the word "ELIMINATED" embossed across his chest, Ahmed al-Jabari's portrait looks like an image torn from the pages of a graphic novel. But Frank Miller didn't have anything to do with this one.
The image was posted to nearly 80,000 followers on the Israeli Defence Forces' (IDF) official Twitter account, @IDFSpokesperson, yesterday to announce in its newest military endeavour, Operation Pillar of Defense. Al-Jabari headed the military wing of Hamas, the governing party of the Gaza Strip, and was purportedly hit by an Israeli missile during the early stages of the operation. The IDF claims al-Jabari directed attacks against Israeli civilians. A Twitter post was the first confirmation of the official military campaign.
The move seems to heralds a new era of warfare in which social media replaces press conferences and each attack comes with a tweet.
Operation Pillar of Defense comes after months of escalating hostility in the Gaza Strip. Israeli officials say that more than 100 rockets have been fired at Israeli civilian targets since the beginning of the month. The Al-Qassam Brigades, Hamas's military wing, confirmed al-Jabari's death on their own Twitter feed, @alqassambrigade.
"We recommend that no Hamas Operatives, whether low level or senior leaders, show their faces above ground in the days ahead," tweeted @IDFSpokesperson.
Unofficially, this is not a first. The US military raid on Osama bin Laden's compound in Abbottabad, Pakistan, was tweeted by a confused bystander.
However, the US military's 2012 social media handbook states that sharing information on operations in classified areas is an operational security risk and is not allowed.

NEW YORK (AP) ? In New York City and on Long Island, the ASPCA has rescued more than 300 animals and treated or provided supplies to about 13,000, working with government and private animal welfare agencies, said ASPCA spokeswoman Emily Schneider.
City shelters took in about 400 animals along with their families in the first days after Sandy, Schneider said. There are now more than 100 in shelters with their owners, and a mobile animal medical clinic is cruising decimated neighborhoods in Queens' Rockaways and on Staten Island.
In New Jersey, the Humane Society deployed dozens of first responders using mobile units and boats to bring in about 60 displaced animals each day on the barrier islands hit by the storm.
The absence of animals that were lost or separated from their owners only adds to families' feelings of displacement and trauma, said members of emergency crews trying to rescue both.
Two weeks after Sandy made landfall on the Atlantic shore, search-and-rescue teams are being led by Animal Care & Control of NYC, a city-contracted nonprofit responding to hotline calls about pets in distress. Callers are owners forced to leave animals behind or unable to care for them, or people who see them wandering in hard-hit areas.
A Manhattan shelter takes in animals round the clock, hoping for owners to show up.
And social media teams scour the Internet for reports of lost pets, helping reunite them with owners.
Rescuing animals is mandatory under federal law, which requires local and state governments to include plans for pets in emergency procedures. Federal Emergency Management Agency funds go toward the welfare of animals in disaster zones.
New York City's human shelters are required to accept pets, and so are taxis and public transportation.
Some find it hard to understand why animals are a key concern in disasters engulfing human lives, but owners feel an attachment and responsibility to their pets, said Niki Dawson, director of disaster services for the Washington, D.C.-based Humane Society of the United States.
"There's such a strong bond between people and animals that people will put their lives at risk not to leave a pet behind," Dawson said. "So they stay, even when they're told to evacuate, and that puts first responders going back for them at risk."
More than 200 dogs, cats and other pets from a devastated area of New York's Long Island are being sheltered in the gymnasium of a community college. Many belong to owners in nearby shelters and hotels.
Celebrity chef Rachael Ray is donating $500,000 to the ASPCA to help pets and families struggling to rebound from Superstorm Sandy. She said her pet food brand, Nutrish, is also shipping 4 tons of wet and dry dog food for Sandy animals, and her Yum-o! organization is donating $100,000 to City Harvest and the Food Bank for New York City.
The ASPCA will use the money to lease a building to board Sandy animals till their owners can take care of them.
Schwartz and Scooter, two black felines, came from a home that's flooded with water 5 feet deep, dark and cold in Long Beach, a heavily damaged barrier island community.
On Kate and Warren Sherwood's block, five houses were burned to the ground.
"We barely got out of our house in time," Kate Sherwood said.
They took refuge at a hotel that didn't accept cats.
"We sneaked them in and put a 'do not disturb' sign on the door ? pretending we're on our honeymoon," said Warren Sherwood, 56, a systems analyst. "But after three days, they got restless and starting meowing."
The couple took them to the Nassau gym shelter, run by the North Shore Animal League America, the nation's largest no-kill rescue and adoption organization.
"We're ridiculously stressed out, we're freaked out," said Warren Sherwood. "But I'd do anything in the world for these people who are keeping our cats alive."
Also among the pets in the gym was Emma, a Manchester terrier that swam to safety through flooded streets in Freeport on Long Island, while its owners carried their cats above the water, plus some clothes they grabbed at the last minute.
"We lost our house. It's submerged," said Mark Swing, who fled with his girlfriend as the tides rose. "All we got out was our four cats and the dog, except for a few changes of clothes."
The 8-year-old terrier was "a little tired, but fine," said Swing, 48, a contractor who was in a Red Cross shelter.
Cats and dogs weren't the only pets rescued from the storms.
"We're finding chinchillas, guinea pigs, rabbits, reptiles, birds," said Dawson.
And then, there was the tarantula, left behind in the New York City borough of Staten Island, in a home inspectors deemed uninhabitable.
The spider belonged to a teenage boy who was also attached to his gerbils. He and his family were forced to evacuate.
His aunt in Brooklyn agreed to take in the gerbils, but no one wanted the hairy tarantula. The teen left it behind with lots of food ? in hopes the spider could be retrieved later.
Like their owners, many animals that survived won't go home anytime soon. They're being housed and fed thanks to the kindness of strangers.
Transport trailers distributed pet food and supplies like crates, leashes and litter from a warehouse in Queens set up days before Sandy descended, said Schneider. Tons of food is being trucked in, donated by Petsmart Charities, Iams, Del Monte Foods, Purina and the Petco Foundation.
It will be months before any estimates are available as to how many pets might have died or were lost during New York's double storms.
Dawson says she's seen people stuck in shelters, wearing donated clothing, with no idea when they'll go home. But when they turn to their dog or cat, "their faces light up."
And that, she says, is why animals matter amid a human disaster.

Curious as to how well Google plays with the governments of the world? Well, you need look no further than the company's latest Transparency Report, which details instances of content removal and user data requests over a six month span. And in this latest issuance, Mountain View's pulling the curtain back once again, revealing its rate of compliance alongside the actual number of individual account access requests it's received. Topping out the list with the highest amount of private / public cooperation is none other than the United States at a near fully submissive 90-percent, with Japan and Denmark following closely behind. Today's?total solar eclipse?? the first since July 2010 and the last until March 2015 ? begins at 3:35 p.m. EST (2035 GMT) today, which corresponds to shortly after dawn Wednesday (Nov. 14) local time in Australia. Weather permitting, will be visible from slivers of the continent's Northern Territory and state of Queensland, as well as a large, empty stretch of the Pacific Ocean.
More than 50,000 spectators are expected to watch the celestial event from Queensland, according to tourism officials. But forecasts of cloudy weather may put a damper on their viewing experience, according to media reports.
Most of the world's population will be far from the eclipse's path. But anyone with access to the Internet can follow the action live, for several organizations will provide free webcasts of the alignment of sun and?moon.?Two such outfits are Tourism Tropical North Queensland and the Slooh Space Camera, which will begin their broadcasts at 1 p.m. EST (1800 GMT) and 2:30 p.m. EST (1930 GMT) on Tuesday, respectively.?
You can watch both webcasts of the total solar eclipse live?here at SPACE.com.
The shadow's path
Tuesday's total eclipse of the sun will begin over the Arnhem Land region of the Northern Territory, where the moon's shadow will touch down at 3:35 p.m. EST (2035 GMT). [Video: Watch Path of Nov. 13-14 Total Solar Eclipse]
From there, the eclipse path moves southeast across the Gulf of Carpentaria to Queensland, darkening the skies over towns such as Mitchell River and Palmerville before reaching the coastal city of Cairns at 3:39 p.m. EST (2039 GMT).
Many eclipse chasers are converging on Cairns, a tourist hotspot on Queensland's northeast coast. The world-famous Great Barrier Reef lies just offshore, and patches of tropical rainforest draw visitors inland as well.?
Shortly after sunrise, skywatchers in Cairns will witness a total?solar eclipse?lasting two minutes. The obscured sun will be just 14 degrees above the horizon at the time, researchers say. (Your clenched fist held at arm's length measures about 10 degrees.)
From Cairns, the moon's shadow will cruise out into the vast Pacific Ocean, with the total eclipse finally petering out 610 miles (980 kilometers) west-northwest of Santiago, Chile, at 6:48 p.m. EST (2348 GMT). The eclipse's path of totality is about 108 miles (174 km) wide and covers 9,000 miles (14,500 km) over a three-hour period.
Warning: If you are planning to watch the total solar eclipse in person, be extremely careful. Never look directly at the sun, either with the naked eye or through telescopes or binoculars without the proper filters. To safely view solar eclipses, you can purchase special solar filters or No. 14 welder's glass to wear over your eyes. Standard sunglasses will NOT provide sufficient protection.
An unforgettable experience
Observers in parts of Asia, the Pacific and western North America were treated to a?"ring of fire" annular eclipse?this past May.
The next total solar eclipse occurs in March 2015 and will be visible from some areas in the North Atlantic region, such as Norway's Svalbard Islands. However, a so-called "hybrid" eclipse ? which shifts between total and annular at different points on the globe ? will come to parts of the Atlantic and central Africa in November 2013.
Observing an eclipse is a special experience most skywatchers ? and scientists ? never forget. Tuesday's event will be the 56th solar eclipse that Williams College astronomer Jay Pasachoff has seen in his career, for example, but he still finds each one thrilling.
"Oh, each one is very exciting ? each in its own way," Pasachoff told SPACE.com via email. "It is very wonderful to be uncovering part of the mysteries about the sun's atmosphere and magnetic field, and to be outdoors surrounded by the darkening of a solar eclipse is a primally fabulous experience."
The eclipse isn't the only celestial treat skywatchers can look forward to this week. The annual Leonid meteor shower, which has produced some truly spectacular shows over the years, peaks overnight Saturday (Nov. 17).
Editor's note:?If you are along the eclipse path in Australia or elsewhere and snap an amazing photo of Tuesday's total solar eclipse that you'd like to share for a possible story or image gallery, please send images, comments and location information to managing editor Tariq Malik at?tmalik@space.com.

Businesses with 50 or more employees who average at least 30 hours of work a week will be subject to the Obamacare insurance coverage mandate.
Companies are reportedly planning large layoffs due to the implementation of Obamacare.
But, companies can potentially avoid being subject to Obamacare?s insurance requirements by limiting employees? weekly hours to less than the 30 hour level defined by Obamacare as ?full-time.?
A little-known section in the ObamaCare health reform law defines ?full-time? work as averaging only 30 hours per week, a definition that will affect some employers who utilize part-time workers to trim the cost of complying with the ObamaCare rule that says businesses with 50 or more full-time workers must provide health insurance or pay a fine.
?The term ?full-time employee? means, with respect to any month, an employee who is employed on average at least 30 hours of service per week,? section 1513 of the law reads. (Scroll down to section 4, paragraph A.)

Do you remember your favorite teacher? Mine was Mr. Claus, who taught world government. Since I grew up in a small town, world government was the farthest thing from my mind at the time, but he made it interesting and I wanted to learn more. I even got involved in a state-wide ?mock United Nations? debate.
When you hold seminars that are interesting and packed with content, prospects will think of you as their favorite teacher?and the subject would be how to buy real estate and apply for a mortgage.
People want education and information on buying real estate.
They want to avoid mistakes.
They want you to make it easy for them to purchase a home or investment property.
One of the best ways to get leads and turn them into buyers is by holding seminars.
I?ve heard it before??I tried to give a seminar and no one showed up.? Simply placing an ad in the local homes magazine is not a game plan.
Here are some mistakes and some tips on how to get more people to attend your seminars ? but more importantly, how to turn them into clients!
The first mistake is trying to cover everything in one seminar, which leads to the second mistake of having too many speakers. I have seen ads where there is a title rep, appraiser, inspector, loan officer, escrow and real estate agent?virtually everyone who has anything to do with a real estate transaction. It?s overwhelming, and you could end up with more presenters than attendees.
Another mistake is NOT holding seminars on a regular basis. Consider setting up at least three seminar dates in advance. If people can?t make it to one of your seminars, they have options to attend other ones. You?ve heard the excuse, I can?t make it but would love to attend?this is your opportunity to get them signed up for a future event.
Hold your seminars at a neutral location?a title company, library or community center. Holding the seminar at a real estate or mortgage company office intimidates people and they are less likely to attend.
Consider placing the ad for the seminar in a home magazine ? or several, if you have more than one in your area ? as well as FSBO and builder magazines. Post in the classified section of the newspaper. Send out postcard announcements to your apartment mailing lists and everyone in your database.
When you place an ad in a real estate magazine, a half-page ad will work but placement of the ad is critical in getting noticed. Try to get it placed in the upper corner of the right-hand side of the magazine. Outline what will be covered. Ask for RSVP?s; let everyone know what free info will be provided, like a free copy of a credit report, a binder with examples, or a free report.
The ad should include the names of the presenters and a short description of their credentials. Limit the number of presenters to one or two people.
Content is king?but it has to be relevant to the attendee. Cover the benefits of buying a home, tax advantages and how to build wealth through appreciation of real estate values. Discuss credit scoring and offer each attendee a free copy of their credit report. This is not the time or place to talk about contracts, inspections, loan programs or down payments, because every home and every person in the room will qualify differently.
I personally marketed to 12 apartment complexes. However, I rotated apartment complexes when it came to sending the seminar notices. I chose only two complexes per month (or sent out about 1,000 postcards), to reduce expenses. (Go to www.ApartmentToolKit.com to order address mailing lists.)
In your ads, postcard marketing and email notices, be sure to include the alternative future seminar dates you have set up.
Also post it on your Social Media pages with a short outline of what will be covered.?
Some other tips to consider are:
The only reason for providing ongoing seminars and classes is to generate leads. Your follow up becomes an important component of converting those leads into buyers. At any given time, we had a database of over 300 ongoing leads from seminar attendees in various stages of buying real estate.
What do I mean by various stages? Some people are renting because they just moved into the area and want to scope out the area before they buy. Others are getting married, going through a divorce or having a baby. Others need to clean up their credit or save some money. There are various reasons, and for each lead I recommend that you and the prospect develop a game plan to get them from point A to point B.
For example, let?s say that a couple reveals that they are planning to get married nine months from now. You might ask them if they want to buy a home before the wedding date, or afterwards.
They may reply that they want to buy a home after the wedding and honeymoon because they hope to get gifts of money to use toward their down payment.
The game plan might be that since it looks like they will be buying a home 9 months to a year from now, the best thing to start with is a copy of their credit report. This will give them time to work out any issues that might appear on the report.
The next step would be to start the pre-approval process about 2 months before the wedding date so that when they return, they can start to look for their dream home.
Get their OK on the plan and send them a confirming letter outlining everything that you talked about, along with your marketing materials. Ask if you can periodically send them a newsletter or market updates. Set up your database to contact them a week BEFORE you said you were going to.
You will find that about 50 percent of the time, couples will find a home BEFORE the wedding date, so also mention that possibility and see if they want to get pre-approved as soon as possible.
The point is that the game plan is agreed upon jointly with you and the prospect?regardless if they buy a month or a year from now.
What?s great about continually adding seminar attendee leads is that once you get a hundred or so in your database and you continue to follow up with them, every week one or two people will call you who are ready to buy a home.
Going back to being their favorite teacher, I can assure you that
you?ll get leads and referrals forever.

LONDON (Reuters) - Britain's BBC could be doomed unless it makes radical changes, the head of its governing trust said, after its director general quit to take the blame for the airing of false child sex abuse allegations against a former politician.
BBC Trust chairman Chris Patten said on Sunday confidence had to be restored if the publicly funded corporation was to withstand pressure from rivals, especially Rupert Murdoch's media empire, which would try to take advantage of the turmoil.
"If you're saying, 'Does the BBC need a thorough structural radical overhaul?', then absolutely it does, and that is what we will have to do," Patten, a one-time senior figure in Prime Minister David Cameron's Conservative Party and the last British governor of Hong Kong, told BBC television.
"The basis for the BBC's position in this country is the trust that people have in it," Patten said. "If the BBC loses that, it's over."
George Entwistle resigned as director general on Saturday, just two months into the job, to take responsibility for the child sex allegation on the flagship news program Newsnight.
The witness in the Newsight report, who says he suffered sexual abuse at a care home in the late 1970s, said on Friday he had misidentified the politician, Alistair McAlpine. Newsnight admitted it had not shown the witness a picture of McAlpine, or approached McAlpine for comment before going to air.
Already under pressure after revelations that a long-time star presenter, the late Jimmy Savile, was a paedophile, Entwistle conceded on the BBC morning news that he had not known - or asked - who the alleged abuser was until the name appeared in social media.
The BBC, celebrating its 90th anniversary, is affectionately known in Britain as "Auntie", and respected around much of the world.
But with 22,000 staff working at eight national TV channels, 50 radio stations and an extensive Internet operation, critics say it is hampered by a complex and overly bureaucratic and hierarchical management structure.
THOMPSON'S LEGACY
Journalists said this had become worse under Entwistle's predecessor Mark Thompson, who took over in the wake of the last major crisis to hit the corporation and is set to become chief executive of the New York Times Co on Monday.
In that instance, both director general and chairman were forced out after the BBC was castigated by a public inquiry over a report alleging government impropriety in the fevered build up to war in Iraq, leading to major organisational changes.
One of the BBC's most prominent figures, Newsnight presenter Jeremy Paxman, said since the Iraq report furore, management had become bloated while cash had been cut from program budgets.
"He (Entwistle) has been brought low by cowards and incompetents," Paxman said in a statement, echoing a widely-held view that Entwistle was a good man who had been let down by his senior staff.
Prime Minister Cameron appeared ready to give the BBC the benefit of the doubt, believing that "one of the great institutions of this country" could reform and deal with its failings, according to sources in his office.
Patten, who must find a new director general to sort out the mess, agreed that management structures had proved inadequate.
"Apparently decisions about the program went up through every damned layer of BBC management, bureaucracy, legal checks - and still emerged," he said.
"One of the jokes I made, and actually it wasn't all that funny, when I came to the BBC ... was that there were more senior leaders in the BBC than there were in the Chinese Communist Party."
Patten ruled out resigning himself but other senior jobs are expected to be on the line, while BBC supporters fear investigative journalism will be scaled back. He said he expected to name Entwistle's successor in weeks, not months.
Among the immediate challenges are threats of litigation.
McAlpine, a close ally of former Prime Minister Margaret Thatcher, has indicated he will sue for damages.
Claims for compensation are also likely from victims who say Savile, one of the most recognizable personalities on British television in the 1960s, 70s and 80s, sexually abused them as children, sometimes on BBC premises.
INQUIRIES
Two inquiries are already under way, looking at failures at Newsnight and allegations relating to Savile, both of which could make uncomfortable reading for senior figures.
Police have also launched a major inquiry into Savile's crimes and victims' allegations of a high-profile paedophile ring. Detectives said they had arrested their third suspect on Sunday, a man in his 70s from Cambridgeshire in central England.
Funded by an annual licence fee levied on all TV viewers, the BBC has long been resented by its commercial rivals, who argue it has an unfair advantage and distorts the market.
Murdoch's Sun tabloid gleefully reported Entwistle's departure with the headline "Bye Bye Chump" and Patten said News Corp and others would put the boot in, happy to deflect attention after a phone-hacking scandal put the newspaper industry under intense and painful scrutiny.
He said that "one or two newspapers, Mr. Murdoch's papers" would love to see the BBC lose its national status, "but I think the great British public doesn't want to see that happen".
Murdoch himself was watching from afar.
"BBC getting into deeper mess. After Savile scandal, now prominent news program falsely names senior pol as paedophile," he wrote on his Twitter website on Saturday.
It is not just the BBC and the likes of Entwistle and Patten who are in the spotlight.
Thompson, whom Entwistle succeeded in mid-September, has also faced questions from staff at the New York Times over whether he is still the right person to take one of the biggest jobs in American newspaper publishing.
Britain's Murdoch-owned Sunday Times queried how Thompson could have been unaware of claims about Savile during his tenure at the BBC as he had told British lawmakers, saying his lawyers had written to the paper addressing the allegations in early September, while he was still director general.

CINCINNATI (AP) ? A.J. Green was partly correct. The defending Super Bowl champions do have a lot of holes on the defense.
And everywhere else, it turns out.
Andy Dalton threw a career-high four touchdown passes ? each to a different receiver ? and the Cincinnati Bengals ended their four-game losing streak by beating the reeling New York Giants 31-13 on Sunday.
The Bengals (4-5) sustained their season by taking advantage of a championship team that appears to have hit bottom. Eli Manning threw a pair of interceptions that led to third-quarter touchdowns, and New York (6-4) had four turnovers in the second half overall.
"That's what won the game for us, getting the ball with great field position and scoring when we got down there," said Dalton, who was 21 of 30 for 199 yards without a sack or interception.
The talk heading into the game was generated by Green, who suggested to a New York radio station that the Giants "have a lot of holes" on their defense.
Couldn't argue that point after the Bengals rolled up 31 points in only three quarters.
"I just feel like this is a good stepping block for us," said Green, who had the first of the four TDs. "I put a lot of pressure on myself."
Now, the Giants are starting to feel a little pressure themselves.
They head into their off week with back-to-back losses and a lot of issues, especially on offense. Manning had another subpar game, failing to live up his family legacy of beating the Bengals. Older brother Peyton improved to 8-0 against Cincinnati on the same field a week earlier, leading Denver to a 31-23 win.
This one was surprisingly lopsided as the Giants hurt themselves with bad passes, broken coverages, a dropped touchdown pass and penalties in front of a less-than-capacity crowd of 56,614.
"No, I'm not worried," Manning said. "Over the years, we've gone through stretches where we haven't played our best football and we've been able to bounce out of that, and that's what's going on right now."
Manning was sacked a season-high four times by a defense that hardly touched his brother. He also threw two interceptions under pressure that led to Bengals TDs and a 31-6 lead in the third quarter. Manning finished 29 of 46 for 215 yards, falling to 1-2 career against Cincinnati.
Manning threw for only 125 yards, his fewest in four years, during a sloppy 24-20 loss to the Steelers last Sunday that finished a week of turmoil from Superstorm Sandy. The Giants badly wanted to get back in form before their bye week.
Instead, they were worse.
The Giants gave up a 68-yard punt return, Victor Cruz dropped a pass at the goal line, and New York's four turnovers in a horrific second half helped the Bengals pull away.
"Just a little subpar from what we're used to," said Cruz, who had three catches for only 26 yards. "I don't know how to explain it. I don't know what's going on. I don't know what's wrong."
Everything went wrong, right from the start.
Cincinnati's first big play was made by their Pro Bowl receiver, who got a little rise out of the Giants with his comment about the holes in their defense. Five plays into the game, he found a huge one. Cornerback Corey Webster let him go down the sideline, expecting help in coverage that never came. Green was wide open for a 56-yard touchdown catch.
"It's tough, painful and an embarrassment," Webster said.
The Giants have given up 39 passes of 20 yards or more, 10 for touchdowns. Green has a touchdown catch in eight straight games, tying T.J. Houshmandzadeh for the second-longest streak in club history.
Green was diplomatic, saying his pregame comments were misconstrued as a criticism.
"Their defense is great," said Green, who had seven catches for a game-high 85 yards. "We were able to break some big plays."
There were openings for all of Dalton's receivers. Andrew Hawkins made a one-handed catch for an 11-yard touchdown that came off another Giants mistake. Steve Weatherford's punt went out of bounds at the Cincinnati 14-yard line, but a penalty forced a rekick. Adam "Pacman" Jones slipped through two defenders for a 68-yard return that set up the score.
Jones started Cincinnati's big third quarter by stripping Ahmad Bradshaw of the ball at the Cincinnati 14-yard line, preventing New York from getting back into the game.
On New York's next possession, Manning's deflected pass was intercepted by tackle Pat Sims at the 12-yard line. Dalton threw a 10-yard touchdown pass to tight end Jermaine Gresham, who outjumped Antrel Rolle in the end zone. Rolle was upset by Green's "lot of holes" comment, saying he would let his pads do the talking on the field.
Less than 2 minutes later, Manning forced a throw that was picked off by Nate Clements. Dalton's 10-yard touchdown to Mohamed Sanu made it 31-6.
NOTES: The home team has won every game in the series, which the Bengals lead 6-3. ... Giants WR Domenik Hixon left in the first quarter with an ankle injury and didn't return. ... The Giants have forced turnovers in 39 of their last 42 games. They have 27 takeaways this season. ... It was the first time this season that Dalton didn't throw an interception. ... There were nearly 9,000 unused seats at Paul Brown.
